What Is GA4 Consent Mode Setup?

GA4 Consent Mode allows your analytics implementation to continue operating in a privacy-preserving way when users decline cookie consent, using modelled data to fill in the measurement gaps caused by consent refusals. Without Consent Mode, declining consent produces a hard data gap that distorts channel attribution and underestimates conversion rates in markets with high consent opt-out rates.

Implementing Consent Mode v2 requires configuring the consent signal through your CMP to pass ad_storage, analytics_storage, ad_user_data, and ad_personalization signals to GTM. GTM must be configured to hold all tags until consent is granted, or to fire in a limited data mode when consent is denied. The implementation must be verified to confirm signals are being passed correctly in both accept and decline scenarios.
