What Is Google Consent Mode v2?

Google Consent Mode v2 is a technical framework that allows your Google tags (GA4, Google Ads) to respect user privacy choices made in a cookie consent banner (CMP — Consent Management Platform). When a user accepts or declines cookies, Consent Mode v2 signals their choice to Google tags, which then adapt their behaviour accordingly — collecting full data for consenting users and minimal "cookieless pings" for non-consenting users.

Why Google Made It Mandatory

In March 2024, Google made Consent Mode v2 mandatory for all advertisers using Google Ads or Google Marketing Platform in the European Economic Area (EEA). Advertisers who do not implement it face data collection restrictions from Google's services in EEA markets. This is Google's response to GDPR and ePrivacy Directive requirements that user consent must be obtained before setting non-essential cookies and processing personal data for advertising purposes.

The Four Consent Types

Consent Mode v2 introduces two new consent types compared to v1:

  • analytics_storage: Controls whether GA4 can use cookies for analytics
  • ad_storage: Controls whether Google Ads can use cookies for ad measurement
  • ad_user_data: NEW — Controls whether user data can be sent to Google for advertising purposes
  • ad_personalization: NEW — Controls whether data can be used for personalized advertising (remarketing)

What Happens to Non-Consenting Users

When a user declines consent, Google tags do not disappear entirely. They continue to send "cookieless pings" — minimal signals without personal identifiers. Google uses these pings, combined with statistical modelling, to estimate the total conversion volume including non-consenting users. This modelled data appears in Google Ads as "Modelled conversions" and helps Smart Bidding maintain quality even with a partial signal.

The Impact on Your Data

The completeness of your analytics and conversion data depends on your consent rate — the percentage of users who accept cookies. A 70% consent rate means 30% of users contribute only modelled (estimated) data. Consent Mode v2 does not solve the data gap; it provides a structured way to handle it, with Google's modelling helping to fill in the missing conversions.

Google Consent Mode v2 is the required framework for GDPR-compliant use of Google tags in the EEA. It adds two new consent types (ad_user_data, ad_personalization) to the original v1 types. Non-consenting users send cookieless pings that feed Google's conversion modelling. Implementation requires a compatible CMP and correct GTM configuration. Not implementing it limits your Google advertising capabilities in European markets.
