Google Ads Bidding Strategies: Choosing the Right Approach for Your Goals

Bidding Strategy Is Your Campaign's Engine

Your bidding strategy determines how Google spends your budget in real-time auctions. Choose wrong, and even great keywords, ads, and landing pages won't save you from poor ROI. Understanding the trade-offs between strategies is essential for every Google Ads manager.

Smart Bidding vs. Manual Bidding

Google's Smart Bidding uses machine learning to optimize bids in real-time based on dozens of signals: device, location, time of day, audience, search query, and more. Manual CPC gives you direct control over every keyword's bid.

The key question: do you have enough conversion data for machine learning to work? Smart Bidding generally requires at least 30 conversions per month (ideally 50+) per campaign to perform reliably. Below that threshold, the algorithm doesn't have enough data to make good decisions.

Smart Bidding Options

Target CPA (tCPA)

Best for: Lead generation businesses with a clear cost-per-lead target

How it works: Google adjusts bids to acquire conversions at or near your target CPA. Some conversions will cost more, some less, but the average should hit your target.

When to use: You have 30+ conversions/month, stable conversion rates, and a clear CPA goal. Start with a target 20–30% higher than your historical CPA to give the algorithm room to learn.

Watch out for: If you set tCPA too low, Google will dramatically reduce impression share as it tries to find "cheap" conversions. Volume will drop.

Target ROAS (tROAS)

Best for: Ecommerce businesses where conversion values vary (different product prices)

How it works: Google adjusts bids to maximize conversion value while hitting your target return on ad spend. Requires conversion value tracking — which means proper ecommerce tracking setup with dynamic values.

Setting it: Start with your historical ROAS, not an aspirational target. Then incrementally increase over time as performance proves out.

Maximize Conversions

Best for: New campaigns with a fixed daily budget and no specific CPA target yet

How it works: Google spends your full budget trying to get as many conversions as possible. No efficiency target — just volume.

When to use: Early stages when you need to gather conversion data to eventually move to tCPA or tROAS. Often leads to high spend initially.

Maximize Conversion Value

Best for: Ecommerce with varying product values where maximizing revenue matters more than ROAS efficiency

Similar to Maximize Conversions but optimizes for the total value of conversions rather than the count. Requires dynamic conversion values.

Maximize Clicks

Best for: Brand awareness, landing page testing, or situations where you want maximum traffic volume within a budget

Not for: Lead gen or ecommerce goals. This strategy has no interest in whether those clicks convert.

Target Impression Share

Best for: Branded keyword campaigns where you want to dominate your own name in search results

Set a target impression share % and Google bids to achieve it. Useful for competitive defense on brand terms.

Manual CPC: When to Use It

Manual bidding still has a place:

  • New campaigns with zero conversion history
  • Accounts with fewer than 20–30 conversions/month where Smart Bidding struggles
  • Situations requiring extreme bid control (e.g., specific keyword floors)

The downside: manual bidding can't respond to real-time signals like Smart Bidding can. A user searching at 9pm on a mobile device in your top city gets the same bid as a desktop user at 2pm from a low-performing region.

Bidding and Conversion Tracking Quality

Smart Bidding is only as good as the conversion data feeding it. If your conversions are tracked incorrectly — duplicate fires, missing events, or tracking form submissions from bots — Smart Bidding will optimize toward garbage data.

Before switching to any Smart Bidding strategy, audit your conversion tracking. Use our conversion tracking fix service if you suspect data quality issues. Then consider server-side tracking for more reliable signal quality, especially with ITP and ad blockers reducing browser-side accuracy.
