Geography Determines Who Sees Your Ads
Geographic targeting is one of the most powerful levers in Google Ads. For local businesses, it determines whether you're reaching nearby customers or wasting budget on people who can never visit you. For national or international brands, it determines how budget is distributed across markets with vastly different conversion rates and costs.

Location Targeting Options
Country/Region/City Targeting
The most basic level. Select countries, regions, states/provinces, or cities where you want ads to appear. Best for defining your market coverage.
Radius (Proximity) Targeting
Set a radius around a specific address or point of interest. Ideal for local businesses where proximity is a key factor — "customers within 15 miles of our office." Radius targeting now uses AI to refine who within that radius to target based on conversion probability.
Location Groups
Target places matching specific criteria: areas of interest, specific places (airports, universities, shopping centers). Useful for businesses targeting visitors to specific venues.
Location Options: Physical vs. Interest
A critical setting often overlooked:
- Presence (Recommended): Only people physically located in or regularly in your target area
- Presence or Interest: People in your target area OR people who have shown interest in it (searched for it)
- Interest: Anyone who has shown interest in your target area regardless of their actual location
For local service businesses, always use "Presence" only. "Presence or Interest" will trigger your ads for people across the country who are researching your city — they won't become customers.
Location Exclusions
Exclude locations where you can't or don't serve customers. Common exclusions:
- Countries where you don't ship or operate
- High-fraud geographies (check Search Term reports for unusual international traffic)
- Specific cities or regions with consistently poor CPL performance
Review your geographic performance report monthly and add exclusions for locations that have spent above your CPL threshold with zero or near-zero conversions.
Location Bid Adjustments
Once you have conversion data by location, apply bid adjustments to increase bids in your best-performing locations and decrease in underperforming ones. For example:
- London: converts at 2x the account average → +25% bid adjustment
- Rural regions: converts at 0.5x the average → -25% bid adjustment
Bid adjustments work multiplicatively with keyword bids and other adjustments (device, audience). Layer them carefully to avoid unintended compounding effects.
Regional Campaign Segmentation
When conversion rates or business economics differ significantly by region, create separate campaigns per region rather than using bid adjustments. Separate campaigns allow:
- Different daily budgets for each region
- Region-specific ad copy (mention local landmarks, use local terms)
- Different landing pages (e.g., "Serving Manchester businesses" for northern campaigns)
- Region-specific bidding strategies if conversion volumes differ enough
Geographic Targeting and Conversion Data
Geographic optimization decisions require reliable conversion data. If your Google Ads conversion tracking is incomplete or inaccurate, you may be making geographic decisions based on wrong data — excluding regions that actually do convert, or bidding up locations that appear to convert but are actually attributing incorrectly.
