The Impact on Remarketing Audiences

Under Consent Mode v2, users who deny ad_personalization consent cannot be added to Google Ads remarketing audiences. This is a direct legal requirement — GDPR prohibits tracking users for advertising targeting without consent. The practical consequence: your remarketing audience membership will decrease, proportional to the percentage of users denying ad_personalization.

Which Audiences Are Affected

  • Website visitor audiences: built from the Google Ads Conversion Linker tag reading gclid. If ad_storage is denied, no gclid cookie is set, no visitor is added to the audience.
  • GA4 audiences published to Google Ads: GA4 audiences derived from consenting users only. Non-consenting users do not appear in GA4 sessions and thus do not qualify for audience segments.
  • Customer Match (email upload): NOT affected by Consent Mode — you upload hashed emails directly from your CRM, and Google matches to logged-in accounts. This is the most consent-resilient audience type.

Maintaining Audience Quality Under Consent Mode

Strategy 1: Customer Match. Upload your CRM email list (past purchasers, email subscribers) as a Customer Match audience. This targets your existing customers based on their Google account, not cookies. No consent signals required beyond the user's own relationship with Google.

Strategy 2: Similar Audiences from Customer Match. Google can create "similar audiences" based on your Customer Match list, reaching new users with similar characteristics without requiring cookie-based tracking.

Strategy 3: Performance Max and Smart Campaigns. Google's Performance Max campaigns can use first-party signals (Customer Match lists, GA4 audience signals) to reach users without relying on traditional cookie-based remarketing.

Audience Size Expectations

In GDPR markets, expect audience sizes to reflect your consent rate. A site with 60% ad_personalization consent rate will see remarketing audiences with roughly 60% of pre-Consent-Mode membership. This is not a bug — it is the legally required behaviour. Focus on consent rate optimisation and Customer Match to partially offset this.
