Why Remarketing Audience Size Matters

Google Ads remarketing requires a minimum audience size before it can be used for ad targeting (typically 100 users for Search remarketing, 1,000 for Display). If audiences are not building — showing 0 users or stagnating — your remarketing campaigns either cannot run or are reaching far fewer people than they should.

Check 1: Google Ads Tag Is Not on All Pages

The most common cause. The Google Ads global site tag (or GTM-managed Google Ads Conversion Linker) must fire on ALL pages of your website to build remarketing audiences — not just the conversion page. If the tag only fires on the thank-you page, only purchasers join the audience (tiny numbers).

Diagnosis: GTM Preview → browse to homepage → Tags Fired → should see Google Ads Conversion Linker tag. If not, the Conversion Linker trigger is too restrictive.

Fix: ensure the Google Ads Conversion Linker tag in GTM has an "All Pages" trigger.

Check 2: GA4 Audience Linked to Google Ads

GA4-based audiences require the GA4 property to be linked to Google Ads (Admin → Product Links → Google Ads) and for the audience to be published to Google Ads (Audiences → your audience → Published → Google Ads).

Check: GA4 Admin → Product Links → Google Ads — is your Google Ads account linked? GA4 → Advertising → Audiences — do your audiences show "Eligible" status with Google Ads as a destination?

Check 3: Audience Membership Duration Too Short

If an audience has a 7-day membership duration and you added it 8 days ago, all members have expired and the audience shows 0. Remarketing audiences have a maximum duration of 540 days for Google Ads (Display), 180 days for Search.

Fix: adjust the membership duration in the audience settings based on your consideration cycle. For ecommerce remarketing, 30-90 days is typical for most products.

Check 4: Consent Mode Blocking Cookie Setting

If Google Consent Mode is implemented and users deny ad_storage consent, the Google Ads tag does not set remarketing cookies. Users who deny consent do not join remarketing audiences. In heavily GDPR-affected markets with low consent rates, this can significantly limit audience growth.

This is expected behaviour — it is privacy-compliant. Audiences will only build from consenting users. Solution: optimise your consent banner to increase consent rates, rather than trying to bypass consent.

Check 5: Audience Conditions Too Restrictive

If your audience is defined as "users who viewed the specific product page /products/widget-a/", only users who visit that exact URL join. If the URL changes (e.g. after a website redesign), no new users join.

Fix: review audience conditions and broaden if needed. Use URL contains patterns rather than exact matches where possible. After a website redesign, review all audience URL conditions.

Summary

Remarketing audience failures come from: Google Ads tag not on all pages (fix: All Pages trigger on Conversion Linker), GA4 not linked to Google Ads or audiences not published, audience duration expired, consent mode limiting cookie setting (expected behaviour in GDPR), or audience conditions that became invalid after a site change. Check all five systematically when audiences show unexpectedly low or zero membership.
