Building a Measurement Plan: The Document Every Business Needs

What Is a Measurement Plan?

A measurement plan is a living document that defines what you're measuring, why you're measuring it, how you're tracking it, and who's responsible. It's the governance document for your analytics — and it's the single most effective way to prevent the "we're collecting a lot of data but not getting insights" problem.

Without a measurement plan, analytics implementations drift. Events get added for individual campaigns and never removed. KPIs get defined by whoever built the last dashboard. New team members don't know what's being tracked or why. Our marketing analytics team creates a measurement plan at the start of every engagement.

Measurement Plan Structure

Section 1: Business Objectives

What the business needs to achieve in this period. Not marketing objectives — business objectives:

  • "Grow revenue 25% YoY through new customer acquisition and retention"
  • "Reduce customer churn from 18% to 12% annually"
  • "Expand into the SMB segment from our current enterprise focus"

Section 2: Marketing Goals

How marketing will contribute to each objective, with specific, measurable targets:

  • New customer acquisition: Generate 800 qualified leads/month through paid and organic, up from 550
  • Retention: Reduce 90-day churn of email subscribers from 22% to 15% through lifecycle email program

Section 3: KPI Table

For each marketing goal, define the KPIs:

GoalKPITargetSource
Lead generationMonthly MQLs800CRM
Lead generationCAC (blended)< £90GA4 + Finance
Retention90-day email churn< 15%Email platform

Section 4: Event Tracking Plan

The technical layer — what events need to be tracked in GA4 via GTM to measure the KPIs:

Event NameTriggerParametersKPI it enables
generate_leadContact form submitform_type, lead_sourceMonthly MQLs, CAC
begin_checkoutCheckout page viewcurrency, valueCheckout funnel

Section 5: Reporting Cadence

Who sees what, when, and what decisions each report drives:

  • Weekly: Channel performance KPIs reviewed by marketing team → tactical optimizations
  • Monthly: Full KPI dashboard reviewed by marketing + exec → budget and strategy decisions
  • Quarterly: Measurement framework review → update targets, KPIs, tracking as business evolves

Maintaining the Plan

A measurement plan requires quarterly review. Business objectives change, campaigns end, new channels launch. Schedule a quarterly "measurement health check" to update the plan and ensure tracking still reflects current goals.

Our marketing analytics team creates measurement plans as a standard deliverable. Connect your GA4 tracking to your plan's event schema for reliable KPI measurement. Contact us to build your measurement plan.
